Emmanuel Rey "Manny" Caintic
Manny Caintic is a digital health and technology leader with more than two decades of experience spanning enterprise architecture, digital transformation, and public-sector IT leadership across the Philippines and Southeast Asia. As President and CEO, he co-founded ConnectMD to bring technology-enabled healthcare to Filipino communities and the broader region, steering the company's corporate strategy, product development, and growth.
Manny's career bridges the public and private sectors. He served as Acting Secretary of the Department of Information and Communications Technology (DICT), the Philippines' top ICT post, after rising through the ranks as Undersecretary and Assistant Secretary for Digital Philippines. In these roles, he led national initiatives in digital connectivity, cybersecurity, and digital government, working across agencies to advance the country's digital transformation agenda.
Prior to public service, Manny held Chief Technology Officer roles at two pillars of the Philippine financial markets — the Philippine Stock Exchange and the PDS Group — where he led technology strategy for critical market infrastructure. He also founded and led Incuventure Partners Corporation for over a decade, a technology consulting firm serving financial institutions and healthcare organizations.
Manny currently also serves as a Senior Digital Health Expert with UNOPS, advising governments and international development stakeholders on national health information systems, and teaches graduate courses in information systems and digital transformation as an adjunct professor at Manuel L. Quezon University and Saint Louis University, Baguio.
He holds a dual degree in Physics and Computer Engineering from the Ateneo de Manila University.
